Dr. Toni Yvonne Luck is a globally respected energy strategist and seasoned dealmaker with over 40 years of experience shaping Africa’s oil and infrastructure landscape. As Co-Founder and COO of World Carbon Mining Ltd, she draws on decades of leadership in oil trading, upstream strategy, and energy financing to drive WCM’s operational scale-up and carbon-integrated supply solutions. Her career spans advising governments, structuring crude and refined products supply, leading large-scale infrastructure projects, and aligning global investors with Africa’s energy priorities. Combining deep industry expertise with a strong commitment to sustainability and inclusive growth, Dr. Luck ensures WCM delivers both commercial performance and long-term regional impact.
Our Technical Team
Our technical team brings together over 100 years of combined leadership in Africa’s oil and gas industry, spanning every critical part of the downstream value chain. Collectively, they have directed national fuel supply chains, overseen refining operations, built and managed petroleum storage terminals, and pioneered bunkering and blending systems across West Africa. Their expertise includes structuring jet fuel and aviation operations, expanding LPG distribution networks, implementing ISO-certified health, safety, and environmental systems, and guiding bulk oil distribution companies that secured energy access for millions.
